02Appearance
Ningbo is a man with large, round eyes, and small irises. He is sometimes shown with very thin eyebrows, though usually appears as if he lacks them. He is bald, and wears a round fire helmet with a prominent light fixture on the front, a visor on top of it, and a neck guard in the back. The helmet has a strip that extends toward his nose, similar to a nose guard on a nasal helmet. He usually displays a sharp gaze with a neutral expression.↗↗
He is dressed in a heavy, double-breasted trench coat with wide lapels and a loose fit, giving him a bulky silhouette. The coat is secured with five circular buttons running down the front on each side, resembling screws.↗
03Personality
Ningbo is a quiet and stoic individual whose intense gaze makes him naturally intimidating, especially during interrogations. As a man of few words, Ningbo never once says his Stand name out loud, which is a trait that Paco Laburantes picks up on and taunts him about. Meryl Mei Qi assesses him to be quite crazy and someone who cares more about money than loyalty. However, she believes that Ningbo is vindictive and won't accept her bribe of sharing Howler 's 50 billion dollars since he wants to avenge Bobby Jean. He shows his conviction by fighting relentlessly, refusing to back down even after receiving a nearly fatal beatdown from Paco.↗↗↗↗
He is observant, as he notices Meryl Mei quickly send a message to her students on her keyboard, and later notices when Paco enters IKO IKO. Although he follows Laem Chabang 's orders, he initially voices concern about using his Stand ability on a civilian and questions how far he should go with it, suggesting that he has moral boundaries. Nonetheless, he attacks Meryl anyways, believing in his teammate's suspicions of the principal.↗↗↗↗
04Abilities
Ningbo has an extremely high pain tolerance. Even after taking brutal damage from Paco, including having his teeth shattered and his head struck with a rifle so forcefully that one of his eyes bulges out, he continues standing and fighting.↗↗
Stand
200 Balloons allows Ningbo to locally inflate objects or body parts of people by touching them, causing them to swell until they burst like a balloon.↗↗
05Story
SPOILERS
Background
Ningbo is a firefighter hired by Hacca Howler to work for HOWLER Company, though Howler doesn't remember him. He was friends with Bobby Jean and investigated his murder at Pearl General Hospital together with Key West and Laem Chabang.↗↗
200 Balloons and Lyin' Eyes
Ningbo is introduced to Hacca Howler by Key West, who informs him of the mysterious circumstances behind Bobby's death. They question Howler about what Bobby was investigating, but he refuses to tell them, telling them that their job is only to protect HOWLER's interests. He orders them to track down Lulu since she went missing, so they agree to either look for her or the enemies.↗↗
Ningbo and Laem Chabang follow their lead up to McKinley High School where Paco Laburantes used to go. They find Meryl Mei Qi at her office and try to inquire about Paco's whereabouts. Meryl Mei plays dumb and sends a mass text to all her students hiding a warning to her gang, then tries to block off Laem Chabang's insistence on getting Paco's address. Laem Chabang's nematodes sense that Meryl Mei is afraid, which raises Laem's suspicion.↗↗↗
Paco vs. Ningbo
Under torture, Meryl Mei reveals that IKO IKO is her hideout, prompting Laem Chabang and Ningbo to bring her to the boutique. Ningbo arms himself with an automatic rifle, bringing a handcuffed Meryl with them. The office is locked with a padlock but Ningbo makes short work of the lock by making it explode. Upon entering Meryl's office, Laem notes the apparent absence of anyone else. Though the office appears ordinary, Laem is convinced a hidden room exists.↗↗
Paco grabs Ningbo and violently punches him in the mouth, making his teeth fly, then karate chops him in the neck. Ningbo is sent flying into a corner of the room. Laem Chabang draws her gun but Usagi shoots at her. Although Usagi misses his shots, he forces Laem Chabang to retreat into the underground safe room and lock herself in. Usagi panics because he expects Laem to immediately contact Howler to tell him everything.↗
Paco approaches Ningbo, who is on his knees trying to stand back up. Paco expects Ningbo to try to reach for his gun and interposes himself between Ningbo and his rifle. Ningbo tries to reach out but Paco jumps, taking the gun with him, and bashes in Ningbo's skull with the gun's stock. Paco tries to shoot Ningbo at point blank range, but Ningbo touches the barrel of the gun and swells up the rifle as Paco shoots, disabling it. Ningbo grabs Paco's right hand for a moment and it finally explodes.↗↗↗
An enraged Ningbo lunges at Usagi and demands his gun so that he can shoot at Paco. Usagi realizes that Ningbo just asked for something he "wants," and gives Ningbo his gun with THE MATTEKUDASAI activated on it, which causes the gun to backfire into Ningbo's head, killing him.↗↗
