Agents from the FBI's counter-terrorism unit, the National Security Branch. They surround Hacca Howler 's yacht after a fire breaks out on the boat. They suddenly enter the cabin and demand that Hacca puts his gun on the table before they evacuate. Hacca refuses and tells them to leave, but they claim authority under Hawaii's port and harbor laws. Hacca berates Key West to do her job and kick them out. The agents declare that they are temporarily seizing the yacht for investigation. Soon after checking the IDs of Jodio, Dragona, and Charming Man, one of the main agents is attacked by Key West's Stand, West End Girl, which travels into the gap under his hat and crushes his brain.
