Steven Steel is shown to be an anxious character despite bearing a bold facade as the organizer and host of the Steel Ball Run race. During most of his life, Steven Steel has cultivated a bombastic and eccentric persona, becoming a performer, sportsman and other jobs in the center of the stage, but would find his calling as a promoter for various events. Despite the ups and downs of his career, Steven has managed to always rebound to success. Steven also projects the image of a stern and confident promoter who tackles any problem with calm and authority.↗↗↗↗↗

Steven Steel is a romantic man holding several ideals. He notably promotes the Steel Ball Run as a testament to mankind's pioneer spirit, intending to make it so for the first time, a lone man crosses the United States with his horse and accepting all other vehicles used in the race as a challenge to this spirit. He also considers that "true failure" is to abandon this pioneer spirit and avoid hardships. Steven Steel is also content with the bit of fame his events grant him but doesn't seem to be after monetary gains, as he offered all of the profit from the race to various causes and also refused to throw a fight during his career as a boxer, even if he was shot in the knee by gangsters.↗↗↗↗

Although he knows about them and has a vague idea of their power, Steel remains uninterested in them during the whole race.↗↗

05Story

SPOILERS

Background

Steven Steel was born in 1840 in New York to a family of Irish immigrants. His father was a blacksmith and Steven was the fourth of a family of seven children. When he was 15 he fell in love with the beautiful daughter of a florist and the two vowed to be together, but she died in a carriage accident that year. At the time, Steven fell into a deep state of despair and promised to never fall in love again. He joined the cavalry but was never sent to wars nor expeditions.↗↗

1856-1863: Circus performer. He began with a simple trick and swallowed fish before making them come out of his nose disguised as an Asian man for a part-time job. It became a hit and Steven became the star of his circus in 1859. Steven would then introduce "The Midget Women Wrestling", "The Bug-Eyed Man" and "Pigs on a Tightrope" in 1861, all hits. However, he was fired in 1863 because of his growing pride.↗

One day, a scandal about a monkey disguised as an alien caused him to be dubbed a fraud, but he had nothing to do with the scandal. No one believed him and he had to sell his mansion. At his worst moment, an idea came to change his luck, "a long-distance horse ride", the one thing he wasn't able to do in the cavalry. He searched for sponsors without results.↗↗

Promoting the SBR

As the primary promoter and director of the Steel Ball Run cross-country race, Steven Steel is present in San Diego to participate in the event's press conference and supervise the organization of the starting line, among other preparations. Before the race begins, his staff informs him that a number of logistical problems have arisen due to the overwhelming number of participants and insufficient preparation.↗↗↗

During the 1st Stage of the race, Steven takes notice of Gyro Zeppeli 's performance and orders a background check on him. He learns that Gyro arrived in the United States aboard a royal vessel, but no further information is found. Suspecting that Gyro may be connected to the mysterious Corpse Parts, Steven quietly places him under surveillance. Following the completion of the stage, Steven publicly announces that Gyro has been penalized for using a weapon to obstruct another racer.↗↗↗

Following Blackmore 's defeat at the hands of Gyro Zeppeli and Johnny Joestar, Steven appears at the finish line as the racers complete the 4th Stage of the Steel Ball Run. During this time, Lucy discreetly returns to his side, managing to evade Funny Valentine 's efforts to uncover her involvement in the Kansas City incident. The race proceeds to its 5th Stage, concluding in Chicago, where Steven, Valentine, and their associates have gathered.↗↗↗

The final battles for the Saint

For nearly a month, Steven remains tormented by doubt, unable to accept that the body found on the shore truly belonged to Lucy. While traveling by carriage through Philadelphia, he reviews a series of photographs and comes to suspect that the First Lady is, in fact, Lucy in disguise. His suspicions are confirmed when Magent Magent, who has also uncovered Lucy's true identity, confronts him and shoots him in the chest, declaring that he is no longer of use.↗↗

Steven is later recovered by Valentine's men and taken to Independence Hall, where Lucy is also being held. Under Valentine's orders, they are told not to kill Steven but to leave his injuries untreated. Lucy manages to slip out of the building with him, but Valentine deceives her into boarding a carriage that leads to his ship. Despite this, Valentine assures her that Steven's life will be spared. The two are eventually placed aboard the presidential train bound for New Jersey.↗↗↗↗

While Lucy confronts Diego beneath the church, Steven reappears on the Manhattan Bridge, riding toward Johnny Joestar, who has been struck by his own Super Spin. Urging Johnny to take his arm, Steven's assistance allows Johnny to fire one final shot and escape Tusk ACT4's infinite rotation. Steven then joins Lucy in the church vault, where the two resolve to seal the Saint's Corpse within it, ensuring that no one can ever claim its power.↗↗

Aftermath

In the aftermath of the Steel Ball Run, Steven Steel is criticized for the huge loss of human lives during the race but he silences the press when he gives all the money he's won through the race to charity. What happens to Steven Steel afterward is unknown, and he passes away sometime prior to 1941.↗↗
