02Appearance

The President's aides are middle-aged men with average builds. They wear identical uniforms and have curled hairstyles similar to Funny Valentine, though they differ in facial features, demeanor, and hairstyle arrangement. Their uniforms consist of an overcoat with a frilled shirt underneath.↗

The aide who is more assertive and vocal of the two, has a stern expression and long, light hair. His initial hairstyle features several large vertical rolls of hair framing the sides of his head, with a prominent central part, exactly like Valentine's hairstyle. He has a thin parted pencil mustache. In his first appearance, he also has a goatee, but it is gone in subsequent chapters. In his final appearance, his hairstyle changes to a longer, looser style, slicked back with the curls hanging below his shoulders instead of above them. His mustache has also grown longer, similar to the Fu Manchu style. His jacket is now closed, not revealing the shirt underneath.↗

03Personality

The President's two aides serve as loyal subordinates to Funny Valentine, acting as his direct enforcers, liaisons, and guards. Both aides are willing to carry out morally questionable orders without hesitation, whether it involves orchestrating Gyro Zeppeli and Johnny Joestar 's assassinations or drugging Lucy Steel to keep her asleep while she is pregnant. Although the two are not stated to be Stand users, they are both aware of Stands, as Valentine tells them to summon Stand users.↗↗

The primary aide is authoritative, severe, and quick to issue threats. He conducts most of the President's logistical operations, responds to intelligence reports, and handles assignments such as negotiations or summoning assassins to pursue Johnny and Gyro. He frequently communicates with Valentine and acts as an advisor, offering calm and pragmatic responses when the President becomes frustrated or suspicious. When Valentine questions the failure of the hot air balloons and suspects Steven Steel of interference, the aide counters with rational explanations, emphasizing technical limitations of the balloons and the risks of destabilizing the race if they dispose of Steven.↗↗↗↗

In contrast, the secondary aide is quieter and more passive, only shown speaking to his other aide. He appears more hesitant and cautious while they are watching over Steven and Lucy. Despite being the one to drug Lucy, he tries handling her carefully since she is pregnant. He is visibly disturbed by the inexplicable effects of Lucy's Stand, such as his repeated falls and the other aide's consistent injuries.↗↗

SPOILERS

Tusk

The President's aides are present with him in the Steel Ball Run Limited train, observing the Steel Ball Run race. During a meeting with Steven Steel, Valentine informs him that Gyro Zeppeli will be disposed of. Lucy Steel inadvertently enters the wagon bringing coffee, but one of the aides blocks her path, yelling that she doesn't have permission to enter yet. This causes Lucy to drop the pot, nearly spilling it on Valentine's hand.↗↗

Scary Monsters

The aides receive a report from the hot air balloons that Pork Pie Hat Kid was defeated. They recovered a piece of cloth, which has the words "Movere crus" burned into it. They tell Valentine that Johnny Joestar was fighting the kid rather than Gyro. After examination, Valentine concludes that Johnny has an Arm of the Saint's Corpse. He orders them to send their assassin Dr. Ferdinand to the Rocky Mountains route, but the aides reveal that they already have.↗↗

The Green Tomb

During the 4th Stage of the race, Valentine questions one of his aides about the surveillance capabilities of the hot air balloons used to monitor the participants. He asks whether the balloons can fly upwind, how long they can remain airborne, and how many are currently in operation. The aide explains that the balloons cannot fly against the wind and can only adjust direction based on wind currents.↗

Nonetheless, this leads Valentine to question the reliability of their surveillance and the possibility of internal interference from Steven, who owns the hot air balloons. He theorizes that Steven might be intentionally withholding cooperation. The aide doubts Valentine's suspicion, since he believes Steven has no motive to betray them.↗↗

Silent Way

As the 4th Stage concludes, one of the aides reports to Valentine that they discovered the intruder in the government building was Mountain Tim. However, they haven't been able to contact Blackmore since the previous night.↗

The aide later meets with Diego Brando, who asked to talk to Valentine. Diego reveals that he holds the left eye of the Saint's Corpse and will hand it over to them, but he wants to speak directly to the President first. The aide stays silent and starts walking away, so Diego calls him back and agrees to talk to him instead. Diego offers to collaborate with them by taking the other Corpse Parts from Gyro and Johnny in exchange for money.↗

When Diego says that he wants New York's Manhattan Island in exchange for the Corpse Parts, the aide threatens to execute Diego. However, Diego reveals that he knows who the traitor is and offers to tell them only if they agree to do business together. The aide glances at Valentine, who is watching above alongside the other aide. Though frustrated at Diego's arrogance, Valentine nods in approval.↗↗

Ticket to Ride

During the 8th Stage, they are assigned to keep watch over Lucy Steel after she becomes pregnant with the skull of the Saint's Corpse. Per the President's orders, they injected her with drugs to put her to sleep. Lucy wakes up overhears them whispering. They are unaware of Valentine's current location, but he has given them orders not to treat Steven's wounds. One of the aides wonders if that means to kill Steven, but realizes Valentine meant nothing more than just not treating his injuries.↗

The aides then notice that Lucy is conscious. When she panics and runs, they try calming her down, telling her to think of her child. Nonetheless, she tries escaping, so they attempt to restrain her and inject a drug to put her back to sleep. Lucy's Stand ability, Ticket to Ride, causes the man holding the syringe to slip on medicine she spilled, launching the glass shards from the broken bottle into the other man's left eye.↗

The two corner Lucy, but the one with the syringe is startled by a mouse he steps on and Lucy hits the other in the same eye by opening the door. The one with the syringe then accidentally stabs the neck of a guard walking in through the door with the needle. This causes the guard to fire his gun, shooting one of the aides through his left eye and killing him. The remaining aide is shocked at what is happening, as he keeps falling and the other was repeatedly getting hit around his left eye.↗↗
